The present study was conducted with the aim of designing and validating the Maskan Bank personnel training model with a learning organization approach. This research was conducted with a mixed method (qualitative-quantitative) of an exploratory type. In the qualitative part, the target population consists of 16 executive experts who were selected using a purposive sampling method using the snowball method. The data collection tool included semi-structured interviews. For data analysis, Atride-Stirling three-stage coding was used using MaxQDA18 software. In the quantitative part, the research method was descriptive-survey with structural equation analysis. The statistical population of the study consists of managers and deputy managers of Maskan Bank branches, 340 of whom were selected and tested using a multi-stage cluster sampling method. The data collection tool was a researcher-made questionnaire derived from the qualitative part, which was approved in terms of validity and reliability. PLS3 software was also used to analyze quantitative data. The findings indicate that the network of the themes of the personnel training of Maskan Bank was formulated with the learning organization approach with 36 concepts (basic themes), 9 organizing themes, and 2 comprehensive themes. The pattern emerging from the qualitative section was approved based on statistical indicators; so that, according to the values of factor loadings, needs assessment and goal setting were ranked first, training implementation was ranked second, training planning was ranked third, and training evaluation was ranked fourth. Also, the overall goodness of fit (GOF) index indicates the overall acceptable quality of the model at a strong level. As a result, it can be said that considering the learning organization in employee training in the form of a comprehensive and comprehensive model, the quality of personnel training was improved and competitive advantage was gained in the country's Maskan Bank.
