The present study was conducted with the aim of presenting an empowerment model in the country's higher education system. The present study was conducted using a qualitative research method of grounded theory and interviews with a purposefully selected sample of 16 faculty members of public universities who had relevant research backgrounds. The interviews were analyzed using Strauss and Corbin coding methods (open, selective, and axial). The results indicate six dimensions consisting of causal conditions (government policies, university facilities and infrastructure, university mission and mission), axial phenomenon (empowering university), strategy (empowerment of faculty members, culture building, development of necessary platforms and infrastructures for empowerment), background conditions (cultural conditions, political conditions governing society), intervening conditions (existing laws, economic conditions governing society), and consequences (growth and development of entrepreneurship centers, development of university-industry relations, development of students' skills). The research findings indicate that the development of empowerment in the country's higher education system is dependent on the realization of the factors and components under study. Therefore, it is recommended that managers and policymakers of the country's higher education system take steps to develop entrepreneurship and employment among graduates by allocating dedicated budgets for the development of university empowerment.
