The Impact of Individual Learning and Organizational Intelligence on Ethical Decision-Making: The Mediating Role of Collaborative Work Culture among Secondary School Principals

The primary objective of this study was to examine the impact of individual learning and organizational intelligence on ethical decision-making, mediated by a collaborative work culture among secondary school principals during the 2024-2025 academic year. This research is applied in nature and adopts a descriptive-correlational design utilizing structural equation modeling (SEM). The statistical population consisted of all public secondary school principals (junior and senior high) in Urmia (Districts 1 and 2), totaling 230 individuals. Using Morgan’s table and stratified random sampling, a sample of 141 principals was selected. Data collection was conducted using established questionnaires for individual learning (Maghimi, 2011), organizational intelligence (Albrecht, 2002), collaborative work culture (Vosoughi, 2017), and ethical decision-making (Rahimi Kahki, 2020). The reliability of the instruments was confirmed via Cronbach’s alpha coefficients of 0.969, 0.972, 0.971, and 0.948, respectively. Data analysis was performed using Pearson correlation coefficients via SPSS 28, and confirmatory factor analysis (CFA) was conducted using Smart PLS 3. The results indicated that both individual learning and organizational intelligence have a significant positive impact on the ethical decision-making of school principals. Furthermore, both variables significantly influence the collaborative work culture, which, in turn, directly affects ethical decision-making. The findings further confirm that collaborative work culture plays a significant mediating role in the relationship between individual learning and ethical decision-making, as well as between organizational intelligence and ethical decision-making.
Consequently, the results of this study underscore the necessity of institutionalizing a collaborative work culture within schools. It is recommended that policymakers and educational administrators foster components of individual learning and organizational intelligence to provide an optimal framework for enhancing ethical decision-making and, ultimately, improving management effectiveness in educational settings.
